Spiritual gifts are EXPECTED to be EXERCISED.
Peter wrote: "as each received (a) GIFT, MINISTERING IT to each-other as good stewards (of the) diversified grace (of) God" (1 Peter 4:10). Peter here wrote that because each received a gift, they are to be "MINISTERING IT" (1 Peter 4:10) in the present tense, implying a continuous action.
Paul wrote: "HAVING DIFFERENT GIFTS according-to the grace having-been-given (to) us, (EXERCISE THEM accordingly): whether prophecy [...] or ministry [...] or the (one) teaching [...] or the (one) exhorting [...] the (one) giving [...] the (one) leading [...] the (one) showing-mercy" (Romans 12:6-8). Paul here wrote to "EXERCISE" (Romans 12:6) spiritual gifts accordingly.
2) Whenever believers come together:
Spiritual gifts are expected to be exercised WHENEVER BELIEVERS COME TOGETHER.

The Greek verb for "BE-ZEALOUS" [zéloо́ 2206 in Greek] comes from the Greek noun for "zeal" [zelos 2205 in Greek], which simply refers to the zeal someone can have for something, as for example it is written: "they-have (a) zeal [zelos 2205 in Greek] (for) God" (Romans 10:2).
To be zealous for the spiritual gifts is not an ironic command but a serious one, the same way that pursuing love is a serious command and can be found in the same sentence as the command to be zealous for spiritual gifts, as Paul wrote: "BE-PURSUING love, AND BE-ZEALOUS (for) the spiritual (gifts)" (1 Corinthians 14:1).

5) A believer can be told to not pay no concern for their gift:
A believer can be TOLD to NOT PAY NO CONCERN for their gift.
Paul wrote to Timothy: "DO NOT PAY-NO-CONCERN (for) the GIFT in you, which was-given (to) you through (a) prophecy with (the) laying-on (of) the hands (of) the council-of-elders" (1 Timothy 4:14).
Paul here explicitly TOLD Timothy, who may not have been exercising the gift in him, the following sentence: "DO NOT PAY-NO-CONCERN (for) the GIFT in you" (1 Timothy 4:14). That is, Timothy was told to STOP PAYING NO CONCERN FOR THE GIFT IN HIM, which may imply that the gift may have been expected to be exercised.
The Greek word for "PAY-NO-CONCERN [ameleó 272 in Greek]" (1 Timothy 4:14) is only used 1 time in all the gospels: only in Matthew 22:5.
In Matthew 22:5, servants of God are sent to people to call them, and it is written about the people having been called: "But the (ones), HAVING-PAID-NO-CONCERN [ameleó 272 in Greek], departed, one to (his) own FIELD, and another on his BUSINESS" (Matthew 22:5).
Here instead of answering the call of what they were expected to do, the people paid no concern and departed to OTHER ACTIVITIES instead: "one to (his) own FIELD, and another on his BUSINESS" (Matthew 22:5).
In the parallel account of Matthew 22:5 found in Luke 14, it is written that "they all alike began to-excuse(-themselves). The first said (to) him, ‘I-bought (a) FIELD. And I-have (a) necessity, having-gone-out, to-see it. I-ask you, have me excused’. And another said, ‘I-bought five pair (of) OXEN, and I-am-proceeding to-test them. I-ask you, have me excused’. And another said, ‘I-MARRIED (a) woman, and for this reason I-am not able to-come’." (Luke 14:18-20).
Here instead of answering the call, the people paid no concern and were focusing instead on their JOB, ANIMALS, and MARRIAGE, thinking that all these were legitimate excuses to not answer the call of what they were expected to do.
6) Someone is expected to work together with God to exercise the spiritual gifts:
Spiritual gifts can have CONDITIONS to be ABLE to exercise them, leaving someone at times not being ABLE to exercise them. However someone is still EXPECTED TO ACTIVELY WORK TOGETHER WITH GOD so that the conditions to be able to exercise them may happen.
For example, Paul wrote: "let the (one) speaking (in a) tongue PRAY IN-ORDER-THAT HE-MIGHT-INTERPRET" (1 Corinthians 14:13). Even if the spiritual gift of "INTERPRETING" (1 Corinthians 12:30) could come passively to someone, Paul still ordered that someone seeks to ACTIVELY PRAY for it to happen.
This is also implied to be expected while the person is also ACTIVELY SEEKING TO BE IN AN ENVIRONMENT WHERE THIS MIGHT ALSO BE LIKELY TO HAPPEN (with other believers in Christ in this case, as it is written that "HE-INTERPRETS in-order-that THE CHURCH may-receive edification" (1 Corinthians 14:5).
