Gifts of healings:

Matthew 17:

It is written that a man brought his son to Jesus and said to Jesus: "I-brought him to Your disciples and THEY-WERE NOT ABLE TO-CURE HIM" (Matthew 17:16). 

Jesus told the disciples why they were not able to heal the boy (by casting out the demon in the boy), as it is written that "the disciples, having-come to Jesus in private, said, “FOR WHAT REASON were we not able to-cast it out?” And the (One) says (to) them, “BECAUSE-OF YOUR LITTLE FAITH" (Matthew 17:19-20). 

Luke 5:

It is written when Jesus was somewhere at some point that "(the) POWER [dunamis 1411 in Greek] (of the) Lord WAS (PRESENT) TO-HEAL" (Luke 5:17), and as a result Jesus HEALED someone paralyzed, as it is written that He said to "(one) having-been-paralyzed, “I-say (to) you, arise, and having-picked-up your little-bed, proceed to your house”. And having-stood-up at-once in their presence" (Luke 5:24-25). 

In this occasion, the indication that the power of the Lord WAS PRESENT to heal may imply that if it had not been present, then the healing may not have happened.

Powers [miracles]:

Mark 6:

It is written that Jesus went somewhere and "He-was NOT ABLE TO-DO ANY POWER [miracle] [dunamis 1411 in Greek] THERE, except, having-laid (His) hands on (a) few sick (ones), He-cured (them). And He-was-marveling BECAUSE-OF THEIR UNBELIEF" (Mark 6:5-6). 

Jesus was "NOT ABLE TO-DO ANY POWER [miracle] THERE" (Mark 6:5) and this could have been "BECAUSE-OF THEIR UNBELIEF" (Mark 6:6).  

Galatians 3:

It is written: "(Did) then the (One) supplying you the Spirit and WORKING POWERS [miracles] [dunamis 1411 in Greek] among you (do it) BECAUSE-OF WORKS (OF THE) LAW, or BECAUSE-OF (THE) HEARING (OF) FAITH? Just-as Abraham “believed God and it-was-credited (to) him for righteousness”, know then that THE (ONES) OF FAITH, these are (the) sons (of) Abraham" (Galatians 3:5-7). 

Here the One working powers was not said to work them "BECAUSE-OF WORKS (OF THE) LAW" (Galatians 3:5), which may indicate that under that condition powers may not happen.

Kinds of tongues (speaking in tongues):

1 Corinthians 14:

It can be described for tongues to NOT be spoken with ONE'S MIND, as the mind may be unfruitful while speaking.

Paul wrote: "if I-am-praying (in a) tongue, my spirit is-praying, BUT MY MIND IS UNFRUITFUL" (1 Corinthians 14:14). 

If someone were to try speaking with their own mind in their own language (like they may be used to do), they would not meet the condition to be able to be praying in a tongue.

Spiritual gifts can be worked together with God:

Spiritual gifts can be WORKED TOGETHER with God. 

It is written about "God" (2 Corinthians 5:21) that someone can be "WORKING-WITH (Him)" (2 Corinthians 6:1).

This can explain why for example believers in Christ PRAYED: "Lord, look-upon their threats. And GRANT (to) Your slaves to-speak Your word with all boldness (while) YOU (ARE) STRETCHING-OUT YOUR HAND FOR HEALING, and signs and wonders (are) taking-place through the name (of) Your holy servant Jesus" (Acts 4:29-30).

Paul wrote: "let the (one) speaking (in a) tongue PRAY IN-ORDER-THAT HE-MIGHT-INTERPRET" (1 Corinthians 14:13).
