There can be conditions to be able to exercise a spiritual gift:

There can be CONDITIONS to be ABLE to exercise a spiritual gift. For example:

1) Gifts of healings:

1) On the part of the person attempting to heal others:

Not having a little faith:

It is written that a man brought his son to Jesus and said to Jesus: "I-brought him to Your disciples and THEY-WERE NOT ABLE TO-CURE HIM" (Matthew 17:16). 

Jesus told the disciples why they were not able to heal the boy (by casting out the demon in the boy), as it is written that "the disciples, having-come to Jesus in private, said, “FOR WHAT REASON were we NOT ABLE to-cast it out?” And the (One) says (to) them, “BECAUSE-OF YOUR LITTLE FAITH" (Matthew 17:19-20). 

Having the power of the Lord present to heal:

It is written when Jesus was somewhere at some point that "(the) POWER [dunamis 1411 in Greek] (of the) Lord WAS (PRESENT) TO-HEAL" (Luke 5:17), and as a result Jesus HEALED someone paralyzed, as it is written that He said to "(one) having-been-paralyzed, “I-say (to) you, arise, and having-picked-up your little-bed, proceed to your house”. And having-stood-up at-once in their presence" (Luke 5:24-25). 

In this occasion, the indication that the power of the Lord WAS PRESENT to heal may imply that if it had not been present, then the healing may not have happened.

2) On the part of the person in need of healing:

Having faith:

It is written about "(a) woman, being in (a) flow (of) blood (for) twelve years" (Mark 5:25), "having-heard about Jesus, having-come in the crowd from behind, touched His garment. For she-was-saying that “IF I-TOUCH EVEN HIS GARMENTS, I-WILL-BE-RESTORED”. And IMMEDIATELY the fountain (of) her blood was-dried-up, and she-knew (in her) body that SHE-HAS-BEEN-HEALED from the scourge" (Mark 5:27-29). Jesus told her as a result: "Daughter, YOUR FAITH HAS-RESTORED YOU" (Mark 5:34). 

Jesus said to that woman that the reason she was healed was because of her faith, saying: "YOUR FAITH HAS-RESTORED YOU" (Mark 5:34). It was only when she, by her faith, touched the garments of Jesus that "IMMEDIATELY [...] SHE-HAS-BEEN-HEALED" (Mark 5:29), suggesting that her faith in that would have been a condition for her to be healed. 

There are also other conditions such as God being willing to heal at a particular given time.

2) Kinds of tongues (speaking in tongues):

On the part of the person attempting to speak in tongues:

Beginning to speak:

In Acts 2, it is written that "they-were all filled (with the) Holy Spirit, and THEY-began TO-SPEAK (in) other tongues as the Spirit was-giving (the) uttering (to) them" (Acts 2:4). 

Here it is written about the humans that "THEY-began" (Acts 2:4) as the subjects "TO-SPEAK [Active voice in Greek] (in) other tongues" (Acts 2:4) actively. 

It is not written that they began "to-be-made-to-speak" in the passive voice as if done to them, but it is written that they began "TO-SPEAK" in the active voice as them doing actively doing that.

Not attempting to speak with one's own mind/understanding:

It can be described for tongues to NOT be spoken with ONE'S MIND, as the mind may be unfruitful while speaking.

Paul wrote: "if I-am-praying (in a) tongue, my spirit is-praying, BUT MY MIND IS UNFRUITFUL" (1 Corinthians 14:14). 

If someone were to try speaking with their own mind in their own language (like they may be used to do), they would not meet the condition to be able to be praying in a tongue.

3) Powers [miracles]:

1) On the part of the person attempting to do workings of powers [miracles]:

Having the power of the Lord present:

It is written when Jesus was somewhere at some point that "(the) POWER [dunamis 1411 in Greek] (of the) Lord WAS (PRESENT) to-heal" (Luke 5:17), and as a result Jesus worked a miracle to someone paralyzed, as it is written that He said to "(one) having-been-paralyzed, “I-say (to) you, arise, and having-picked-up your little-bed, proceed to your house”. And having-stood-up at-once in their presence" (Luke 5:24-25). 

In this occasion, the indication that the power of the Lord WAS PRESENT to heal may imply that if it had not been present, then the healing may not have happened.

2) On the part of the person the receiving end of the powers [miracles]:

Not having unbelief:

It is written that Jesus went somewhere and "He-was NOT ABLE TO-DO ANY POWER [miracle] [dunamis 1411 in Greek] THERE, except, having-laid (His) hands on (a) few sick (ones), He-cured (them). And He-was-marveling BECAUSE-OF THEIR UNBELIEF" (Mark 6:5-6). 

Jesus was "NOT ABLE TO-DO ANY POWER [miracle] THERE" (Mark 6:5) and this could have been "BECAUSE-OF THEIR UNBELIEF" (Mark 6:6).  

Hearing of faith:

It is written: "(Did) then the (One) supplying you the Spirit and WORKING POWERS [miracles] [dunamis 1411 in Greek] among you (do it) BECAUSE-OF WORKS (OF THE) LAW, or BECAUSE-OF (THE) HEARING (OF) FAITH? Just-as Abraham “believed God and it-was-credited (to) him for righteousness”, know then that THE (ONES) OF FAITH, these are (the) sons (of) Abraham" (Galatians 3:5-7). 

Here the One working powers was not said to work them "BECAUSE-OF WORKS (OF THE) LAW" (Galatians 3:5), which may indicate that under that condition powers may not happen, but insteas they happened "BECAUSE-OF (THE) HEARING (OF) FAITH" (Galatians 3:5).

Spiritual gifts can be worked together with God:

Spiritual gifts can be WORKED TOGETHER with God. 

It is written about "God" (2 Corinthians 5:21) that someone can be "WORKING-WITH (Him)" (2 Corinthians 6:1).

This can explain why for example believers in Christ PRAYED: "Lord, look-upon their threats. And GRANT (to) Your slaves to-speak Your word with all boldness (while) YOU (ARE) STRETCHING-OUT YOUR HAND FOR HEALING" (Acts 4:29-30).

Paul wrote: "let the (one) speaking (in a) tongue PRAY IN-ORDER-THAT HE-MIGHT-INTERPRET" (1 Corinthians 14:13).
