Ephesians 4:
Paul wrote about "Christ" (Ephesians 4:7) that "HE-GAVE GIFTS" (Ephesians 4:8) as "HE GAVE some APOSTLES, and some PROPHETS, and some EVANGELISTS, and some SHEPHERDS and TEACHERS" (Ephesians 4:11).
Here the "GIFTS" (Ephesians 4:8) that HE GAVE are described as some people: "APOSTLES", "PROPHETS", "EVANGELISTS", "SHEPHERDS", "TEACHERS" (Ephesians 4:11). These people ARE the spiritual "GIFTS" (Ephesians 4:8) that He gave to the church.
1 Corinthians 12:
Paul wrote 1 Corinthians 12 that some people ARE spiritual gifts, while some other people HAVE spiritual gifts, as he wrote: "God placed some in the church (as) first, APOSTLES; second, PROPHETS; third, TEACHERS; then miracles; then GIFTS (OF) HEALINGS" (1 Corinthians 12:28), adding: "All (ARE) not APOSTLES, (ARE they)? All (ARE) not PROPHETS, (ARE they)? All (ARE) not TEACHERS, (ARE they)?" (1 Corinthians 12:29), "All do not HAVE GIFTS (OF) HEALINGS, (do they)?" (1 Corinthians 12:30).
Here the "APOSTLES", "PROPHETS" and "TEACHERS" ARE spiritual "GIFTS" (1 Corinthians 12:31) themselves, in contrast to "GIFTS (OF) HEALINGS" (1 Corinthians 12:30) which someone can "HAVE" (1 Corinthians 12:30).
Both HAVING a gift and BEING a gift?
People who can be described as BEING spiritual gifts can both be described to HAVE a gift and BE a gift.
Romans 1 & 11:
Paul wrote that he RECEIVED an APOSTLESHIP, as he wrote: "WE-RECEIVED grace and APOSTLESHIP" (Romans 1:5). Paul here may be described as HAVING an APOSTLESHIP.
Yet several chapters later Paul also indicated how he also IS an APOSTLE, writing: "I AM (an) APOSTLE" (Romans 11:13).
Ephesians 4:
Paul wrote about "GIFTS" (Ephesians 4:8) that Christ gave, describing people: "APOSTLES", "PROPHETS", "EVANGELISTS", "SHEPHERDS", "TEACHERS" (Ephesians 4:11).
All those spiritual gifts may also be described as MINISTRIES, which are under the spiritual gift of "MINISTRY" (Ephesians 4:12) that someone can HAVE, as Paul wrote about "HAVING this MINISTRY" (2 Corinthians 4:1).
