There is evidence that spiritual gifts are EXPECTED to be DEVELOPED.
1) A) Acts 18:
It is written in Acts 18 that "Apollos" (Acts 18:24) was "TEACHING ACCURATELY the (things) concerning the Lord, knowing-about only the baptism (of) John" (Acts 18:25).
However in the next verse, it is written that "having-heard him, PRISCILLA AND AQUILA TOOK HIM ASIDE and expounded the way (of) God (to) him MORE-ACCURATELY" (Acts 18:26).
The fact that "PRISCILLA AND AQUILA TOOK HIM ASIDE" (Acts 18:26) specifically so that Apollos may come to be teaching "MORE-ACCURATELY" (Acts 18:26) might reveal that it could have been EXPECTED from Priscilla and Aquila that the spiritual gift of teaching of Apollos comes to be more DEVELOPED.
1) B) 1 Timothy 4:
Paul wrote to Timothy: "DO NOT NEGLECT (OF) THE GIFT IN YOU, which was-given (to) you through (a) prophecy with (the) laying-on (of) the hands (of) the council-of-elders. BE-TAKING-CARE-OF THESE (THINGS), be in these (things), in-order-that your ADVANCEMENT MAY-BE EVIDENT (TO) EVERYONE" (1 Timothy 4:14-15).
Paul seemed to have EXPECTED that Timothy's ADVANCEMENT (in relation to the exercise of his GIFT) "MAY-BE EVIDENT (TO) EVERYONE" (1 Timothy 4:15).

In Ephesians 4, Paul wrote about how "GIFTS" (Ephesians 4:8) are given "FOR (the) building-up (of) the body (of) Christ until we all attain to the unity (of) the faith and (of) the knowledge (of) the Son of God, TO (A) PERFECT man" (Ephesians 4:12-13).
➔ The body of Christ needs to be edified to reach MATURITY. Spiritual gifts may be EXPECTED to be DEVELOPED in order to edify others ACCORDINGLY to reach a more MATURE state.
Paul then went on to write that "WE-MAY-GROW (IN) ALL (THINGS) into Him Who is the head, Christ, from Whom the whole body, being-fitted-together and held-together by every joint (of) supply according-to (THE) WORKING IN MEASURE (OF) EACH INDIVIDUAL PART IS-PRODUCING THE GROWTH (OF) THE BODY" (Ephesians 4:15-16).
➔ Here after mentioning the "GIFTS" (Ephesians 4:8), Paul wrote that "WE-MAY-GROW (IN) ALL (THINGS)" (Ephesians 4:15). Spiritual gifts may be EXPECTED to be DEVELOPED as WE MAY GROW IN ALL THINGS.
Paul then wrote that "the whole body, being-fitted-together and held-together by every joint (of) supply according-to (THE) WORKING IN MEASURE (OF) EACH INDIVIDUAL PART IS-PRODUCING THE GROWTH (OF) THE BODY" (Ephesians 4:15-16).
➔ Here "(THE) WORKING IN MEASURE (OF) EACH INDIVIDUAL PART" (Ephesians 4:16) is proportional to the "PRODUCING THE GROWTH (OF) THE BODY" (Ephesians 4:16). Spiritual gifts may be EXPECTED to be DEVELOPED as if each individual part may have a GREATER WORKING AND MEASURE, the body may be able to GROW more.
3) Spiritual gifts are not expected to be developed at the neglect of love:
There is evidence that spiritual gifts are NOT expected to be developed AT THE NEGLECT OF LOVE.
Paul wrote in 1 Corinthians 12 about the spiritual gifts of "word (of) KNOWLEDGE" (1 Corinthians 12:10) and "FAITH" (1 Corinthians 12:9).
Paul wrote in 1 Corinthians 13 (one chapter later): "If I [...] know [...] ALL KNOWLEDGE" (1 Corinthians 13:1) and "if I-have ALL FAITH so-as to-remove mountains" (1 Corinthians 13:2), implying developed spiritual gifts.
However Paul then continues writing that if he has those "but I-DO NOT HAVE LOVE, I-AM NOTHING" (1 Corinthians 13:2).
➔ This would imply that spiritual gifts are NOT expected to be developed AT THE NEGLECT OF LOVE. Paul would not have meant here that love would be all that counts and that believers would not be expected to develop their spiritual gifts, as Paul then clarified one chapter later to "Be-pursuing love, AND be-zealous-for the spiritual (gifts)" (1 Corinthians 14:1).
