In the Bible there is evidence that:

1) Spiritual gifts ARE expected to be exercised whenever BELIEVERS COME TOGETHER

2) Spiritual gifts CAN be expected to be exercised even in context where believers are not coming together, ANYWHERE either in private or in public. 

3) Spiritual gifts are given for certain goals, which are consistant with the fact that they can be expected to be exercised whenever BELIEVERS IN CHRIST come together, but also wherever UNBELIEVERS may be present.

They are expected to be exercised whenever BELIEVERS IN CHRIST COME TOGETHER:

Spiritual gifts ARE expected to be exercised whenever BELIEVERS COME TOGETHER

Paul wrote: "WHAT THEN IS (TO BE DONE), brothers? WHENEVER YOU-COME TOGETHER, EACH (ONE) HAS (a) psalm, has (a) TEACHING, has (a) revelation, has (a) TONGUE, has (an) INTERPRETATION" (1 Corinthians 14:26). 
➔ Paul here expected that what "IS (TO BE DONE)" (1 Corinthians 14:26) "WHENEVER YOU-COME TOGETHER" (1 Corinthians 14:26) is that each has a spiritual gift to exercise.

Paul wrote: "the (one) PROPHESYING (is) greater than (one) SPEAKING (IN) TONGUES, unless HE-INTERPRETS IN-ORDER-THAT THE CHURCH MAY-RECEIVE EDIFICATION" (1 Corinthians 14:5). 

Paul wrote: "But now, BROTHERS, IF I-COME TO YOU SPEAKING (IN) TONGUES, what will-I-profit you unless I-speak (to) you either by (a) revelation or by KNOWLEDGE or by (a) PROPHECY or by (a) TEACHING?" (1 Corinthians 14:6). 

Paul wrote "(to) the CHURCHES (of) Galatia" (Galatians 1:2) about "the (One) supplying you the Spirit and working POWERS [MIRACLES] AMONG YOU" (Galatians 3:5). 

It is written in Acts: "there-were PROPHETS and TEACHERS at Antioch IN THE CHURCH EXISTING (THERE) [...] And (while) THEY (WERE) MINISTERING (to) the Lord and fasting, the Holy Spirit said, “Separate now Barnabas and Saul (for) Me, for the work which I-have-called them to”." (Acts 13:1-2). 



They CAN be expected to be exercised anywhere:

Spiritual gifts CAN be expected to be exercised even in context where believers are not coming together, ANYWHERE either in private or in public. 

Jesus said to His apostles: "you-will-receive POWER, the Holy Spirit having-come upon you. And YOU-WILL-BE WITNESSES (TO) ME, both IN JERUSALEM AND IN ALL JUDEA AND SAMARIA, AND AS-FAR-AS (THE) LAST (PLACE OF) THE EARTH" (Acts 1:8). 
➔ Jesus here expected these believers to be His witnesses anywhere, even "AS-FAR-AS (THE) LAST (PLACE OF) THE EARTH" (Acts 1:8) in order to exercise his POWER

Jesus taught the crowds from a boat, as it is written: "having-gotten INTO ONE (OF) THE BOATS, which was Simon’s, He-asked him to-put-out (A) LITTLE FROM THE LAND. And having-sat(-down), HE-WAS-TEACHING the crowds FROM THE BOAT" (Luke 5:3). 

Jesus ministered as a prophet outside AT "(A) SPRING (of) Jacob" (John 4:6) where He was alone with a "woman of Samaria" (John 4:7) who came to draw water, and the woman "said (to) Him, “I-do not have (a) husband”. Jesus says (to) her, “You-said rightly that ‘I-do not have a-husband’. For you-had five husbands. And now he-whom you-have is not your husband. You-have-spoken this (as a) true (thing)”. The woman says (to) Him, “Sir, I-perceive that You are (a) PROPHET" (John 4:17-19). 

Peter worked a "HEALING" (Acts 4:22) on a man outside of the temple "AT THE GATE (OF) THE TEMPLE" (Acts 3:2).

Philip "having-gone-down TO A CITY (OF) SAMARIA" (Acts 8:5) was working in that city outside "both signs and great POWERS [MIRACLES]" (Acts 8:13). 

Paul taught in Athens "in the synagogue (with) the Jews and the (ones) worshiping, and IN THE MARKETPLACE EVERY DAY with the (ones) happening-to-be-there" (Acts 17:17) outside, such that "having-taken-hold-of him, they-brought (him) TO THE AREOPAGUS, saying, “Can-we know what this new TEACHING being-spoken by you (is)?" (Acts 17:19). 

Paul worked healings ON AN "ISLAND called Malta" (Acts 28:1) while being invited "in the (areas) around that place were lands (belonging to) the leading (official of) the island, Publius (by) name, who, having-welcomed us, entertained (us) courteously (for) three days. And it-came-about (that) the father (of) Publius (was) lying-down, being-gripped (with) fevers and dysentery, to whom having-gone-in and having-prayed, having-laid (his) hands on him, Paul HEALED him. And this having-taken-place, the OTHERS ON THE ISLAND having infirmities WERE ALSO COMING-TO (HIM) and BEING-CURED" (Acts 28:7-9). 



3) This is consistent with the goals of the spiritual gifts:

Spiritual gifts are given for certain goals, for example to edify BELIEVERS IN CHRIST, or to be signs for both believers in Christ AND UNBELIEVERS

It follows from these goals that they can be expected to be exercised whenever BELIEVERS IN CHRIST come together, but also wherever UNBELIEVERS may be present.
