There can be conditions for spiritual gifts to be given, for example:
1) A spiritual GIFT will not be given to someone if it is not ultimately in accordance with the WILL of the SPIRIT of God.
2) The condition of being regarded as TRUSTWORTHY by Christ can be described for a spiritual gift to be given.
You can find more details below:
1) Condition: in accordance with the will of the Spirit of God:
A spiritual GIFT will not be given to someone if it is not ultimately in accordance with the WILL of the SPIRIT of God.
It is written about spiritual "GIFTS" (1 Corinthians 12:4) that "the one and THE SAME SPIRIT works all these (things), DISTRIBUTING (to) each (one) individually, JUST-AS (IT) WILLS" (1 Corinthians 12:11). Here the SPIRIT of God is described as distributing the spiritual GIFTS just as it WILLS.
The text then continues, indicating: "FOR just-as the (human) body is one (body); and it has many body-parts" (1 Corinthians 12:12). This can be an indication that the Spirit of God may not necessarily would want everyone to have all the same spiritual gifts for the reason that a body contains many different body parts needing each other to function as a whole.
Indeed, not everyone has all the same spiritual gifts.

2) Condition: being regarded as trustworthy:
The condition of being regarded as TRUSTWORTHY by Christ can be described for a spiritual gift to be given, as it is for example written about Paul who was "(an) APOSTLE (of) Christ Jesus" (1 Timothy 1:1) that "He [Christ] regarded me TRUSTWORTHY, having-appointed (me) for MINISTRY" (1 Timothy 1:12).
Here Paul described that he was regarded as TRUSTWORTHY by Christ, having appointed him for the MINISTRY of being an APOSTLE.
Being an apostle can indeed be described as being for the work of ministry.

Christ said: "The (one) TRUSTWORTHY in (a) very-little (thing) is also trustworthy in MUCH" (Luke 16:10). One would first need to be TRUSTWORTHY with a little before being given to be trustworthy with a MUCH GREATER gift (such as being an APOSTLE for example).
